It’s the lowest serial number known for this District, as well as other Districts, plus a mini solid serial number to boot. An estimate of $25—$30,000.00 is a gray area of what these sell for in this grade & Holder, without this spectacular serial number.
The serial number adds to the “fancy” for this 1918 $1000. Makes it more surreal for what it is. Not every day you see an opportunity for a rare thousand-dollar denomination on large size with this type of serial number.
