Third-party graded P.C.G.S #66PPQ Gem uncirculated with premium paper quality. Noted on the holder as a “TEST NOTE”. From what we can gather, the sheet is flooded with ink for testing purposes. Shown in the Stephen Sullivan Us error Encyclopedia 2nd edition on page #428. These sometimes escape the press and are cut and put into the packs. Such as this one. A great-looking example.
